Mission
The Liberia Maritime Program is the premier global provider that delivers "Best in Class" customer service through a diversified offering of exceptional value-based maritime-related products and services.
We pride ourselves on assuring Safety, the Welfare of Seafarers, the protection of the Maritime Environment, and the preservation of quality service to our clients.
This positions the Liberia Maritime Program as a pre-eminent driving force of the national economy, developing avenues for strategic partnerships and infrastructural development directly related to the growth objectives of the Liberian Government.
Liberian President Madame Ellen Johnson Sirleaf appointed Binyah C. Kesselley (pronounced Bee-en), as Commissioner of the Bureau of Maritime Affairs in 2008. Kesselley, a seasoned top level executive in from a fortune 500 U.S. company was called on to help resort Liberia’s Maritime Bureau as one of the world’s leading maritime businesses and most successful shipping registries.
“I’m a businessman, not a politician, so approach my job from a business standpoint. Given the history of the Liberian Maritime program, a lot of focus was placed on ship registry, states Commissioner Kesselley. At this period in time, we want to explore several other opportunities available for our sector, including marine ecotourism”.
Commissioner Kesselley’s strategy for growth of the Maritime Bureau is based on seven ‘functional’ areas:

BMA offers port services, dry dock, vessel registration, licensing, marine and environmental safety, also training and certifications for seafarers.
From its dedication in 1945 to 1989, the Free Port of Monrovia was a world leader in open shipping registry.
Liberia maintains managing agents in the U.S. through Liberian Services, Inc. and the Liberian Corporate Services, Inc. with offices in New York and Virginia, and subsidiary offices in Hong Kong, London, Tokyo and Zurich. Commissioner Kesselley and his staff are committed to rebuild and expand Liberia’s Maritime business third in international shipping registry business.
